Constantly Imagining Alternative Solutions 

The people closest to the action and performing the tasks, have the greatest amount of knowledge, experience, and insight to solve the problems that arise.  They are constantly imagining alternative solutions and thinking of better, more efficient ways of doing their jobs and solving everyday problems--and they do so naturally.  Psychologist Abraham Maslow theorized in 1943 about the human condition, relating it to a pyramid denoting a hierarchy of needs in which "self-actualization," the need to fulfill one's potential, is the pinnacle.  Adding to Maslow's hierarchy of needs and applying it to human behavior in the workplace, Douglas McGregor in 1960 developed the Theory Y approach to management, in which employees are seen as having an earnest desire to achieve, take initiative, and practice self-control.  A learning system ensures the organization continues to improve and achieve its objectives by embedding lessons learned from the key experiences of its members into its structures and processes.

Building Capacity

Building a learning system increases the organization's capacity to absorb, retain, and utilize new information.  The organization's capacity to absorb, retain, and utilize new information depends on the capacities of its individual members.  The organization's capacity is not, however, simply the sum capacities of its individual members, but the quality of its interactions between members and units.  By focusing on quality interactions between all of its members and units system-wide, new ideas can emerge.
